# 37. The First Twenty-Four Months

This sample assumes public launch at Month 0. Compress or extend it only after the gates are met. In a tradition where a bishop, denomination, or sending church constitutes the congregation differently, translate each action into the proper authority.

- Period | Primary work and review
- Months -18 to -12 | discern call and alternatives; establish sending and care circle; begin place and existing-church listening; draft received-life and doctrinal rule; identify stop conditions
- Months -12 to -9 | form core team; observe leaders in real work; write household agreements; choose polity and affiliation direction; map functions, people, place, and early budget scenarios
- Months -9 to -6 | constitute legal or ecclesial body as required; open controlled finance; draft authority, safeguarding, complaints, data, worker, care, and emergency systems; begin catechesis and group life
- Months -6 to -4 | secure and inspect site; obtain insurance and qualified reviews; train children, care, finance, worship, and operations teams; finalize baptism and Table practice; build referral map
- Months -4 to -2 | rehearse representative gatherings; exercise disclosure, fire, medical, leader-allegation, data, and continuity scenarios; correct access, sound, check-in, cash, records, and handoffs
- Months -2 to 0 | pass all seven gates; narrow public promise; verify owner-backup-reviewer; communicate confession, leaders, access, children, complaints, privacy, and belonging; prepare follow-up
- Months 1--2 | weekly operating and care review; immediate reconciliation of accounts and records; follow every promise and incident; protect rest; start no ungoverned new ministry
- Months 3--4 | first balanced dashboard; member and visitor listening; review volunteer load, household cost, public claims, catechesis, group boundaries, and place relationships
- Months 5--6 | independent-enough safeguarding and financial check; teaching review; access and data review; six-month gate return; decide what to stop, narrow, or strengthen
- Months 7--9 | deepen baptismal, membership, Table, care, mercy, and mission paths; develop local leaders; rehearse founder absence; update budget forecast and succession
- Months 10--12 | full annual review of confession, worship, leaders, money, protection, care, records, mission, public witness, and promises; communicate findings and next repairs
- Months 13--18 | transition from launch structure toward mature local polity as applicable; rotate leadership; expand only through ministry gate; strengthen local and wider-church partnerships
- Months 19--24 | external reality review; succession and closure exercise; assess sustainable compensation and facilities; test readiness for sending or multiplication without making it mandatory

Each month should still contain ordinary worship, prayer, people, grief, meals, and joy. A calendar full of systems can become another way to avoid the Church. Protect the received life the calendar exists to serve.
